Chopped carbon fiber is used in applications calling for a mostly homogeneous material where the strength and stiffness properties are similar in all directions unlike unidirectional carbon fiber and even woven twill or plain weave carbon fiber. We see chopped carbon fiber material being used in applicaitons like concrete reinforcement but more commonly it is used in wet layups (using vacuum bagging) to create aesthetically stunning "forged carbon fiber" looking parts. Additionally, this standard modulus carbon fiber can be mixed into epoxy resin to make a slurry and cured to form forged billets or other hard points for high strength reinforcements.
